What does “priority communication” mean?

Your messages are dealt with first, and for urgent matters a wider contact window applies. The exact terms are set out in the agreement.

Why does the price say “from”?

The workload depends a lot on the size of the family, the city and the number of tasks. I quote the final figure after reviewing the situation — before work starts.
